Job description
Provide strategic and operational leadership to ensure the effective implementation of the Regional Scout Plan and the delivery of high-quality regional projects and support to Member Organizations (MOs) across the European Scout Region. Acting as a bridge between regional strategy and operations, the Senior Manager drives effective project delivery, monitoring and evaluation, knowledge management, and risk mitigation, while strengthening collaboration, learning, and continuous improvement across the Region.
Through proactive outreach to Member Organizations, support for partnerships, and close collaboration with regional and global teams, the role contributes to the growth, development, and resilience of Member Organizations, ensuring that regional operations remain aligned, responsive, and focused on delivering sustainable impact in line with regional and organisational priorities.
Key Responsibilities
Support the coordination and implementation of the Regional Scout Plan, ensuring alignment between regional strategy, priorities, and operational delivery.
Drive the roll-out and embedding of a Monitoring & Evaluation (M&E) culture across regional operations to support impact, accountability, and continuous improvement.
Provide operational leadership to volunteer teams, ensuring their effective engagement and coordination in implementing the Regional Scout Plan and M&E.
Lead the regional projects team, providing coordination and line management to the team, to ensure effective planning, delivery, and reporting of funded projects.
Ensure high-quality monitoring and evaluation of regional projects in collaboration with partners and stakeholders, using insights to identify challenges, implement corrective actions, and inform decision-making.
Contribute to the development of new project initiatives, strategic partnerships, and funding proposals in line with regional priorities and organisational strategy.
Support outreach to Member Organizations, contributing to their growth, development, and capacity to deliver impact.
Support the Region’s engagement with Member Organizations through a coordinated relationship management approach, working in alignment with Practice Teams and the broader Member Support framework.
Serve as the regional coordinator and representative of the European Scout Region within the global Practice Team coordination group, liaising with the relevant Member Support Practice Team to strengthen the World Scout Bureau’s organisational capacity to support MOs.
Contribute as a member of the Executive Team by collaborating closely with colleagues in the Coordination and Regional Projects team to enhance overall team effectiveness, drive efficiency, and foster continuous improvement.
Strengthen regional governance processes by ensuring thorough preparation and follow-up of their work, and by effectively serving the institutional and procedural needs of the governance bodies.
Collaborate with the Regional Director on crisis management, resilience, and risk mitigation, serving as the European Risk Champion and ensuring effective compliance through the collection, maintenance, and regular updating of the regional risk register.
Upon request, support WSB-Europe Support Centre-related activities.
Job requirements
Experience and Qualification
A bachelor’s degree in a relevant field such as International Development, Business Administration, Public Administration, Management, Social Sciences, Education, or a related discipline or equivalent professional experience.
Additional professional certifications in Project Management (e.g., PRINCE2, PMP or equivalent), Monitoring & Evaluation, or Risk Management are an asset.
Minimum 5 years’ experience in strategic programme or operational leadership roles, ideally within an international, regional, or multi-country environment.
Proven experience translating organisational strategy into operational plans and delivering against agreed priorities.
Experience working within federated or membership-based structures, including engagement with governance bodies and volunteer networks.
Strong stakeholder management experience across diverse groups, including Member Organizations, partners, institutions, and volunteers.
Demonstrable experience designing and embedding Monitoring & Evaluation (M&E) frameworks, including programme review, risk assessment, and continuous improvement processes.
Extensive experience managing complex, multi-country or multi-stakeholder projects, including planning, budgeting, compliance, and reporting.
Experience managing donor-funded projects, including proposal development, grant management, and reporting to institutional funders.
Proven experience leading and line managing professional teams, supporting performance, collaboration, and development.
Experience strengthening organisational systems, risk management practices, and knowledge management to support sustainable growth and impact.
Fluency in English is essential, command of World Scouting’s languages, French, Spanish and Arabic would be considered an asset

Monitoring & Evaluation - tools and frameworks: Practical experience in designing, implementing, and using MEL frameworks, indicators, data collection tools, and reporting mechanisms to measure progress and impact.
Data analysis & reporting: Ability to analyse qualitative and quantitative data, synthesise insights, and produce clear, evidence-based reports for internal and external stakeholders.
Digital collaboration & coordination tools: Proficiency in using digital tools and platforms to support project coordination, knowledge sharing, monitoring, and cross-team collaboration.
Terms and Conditions
The World Scout Bureau offers a range of tangible and intangible working benefits. This is a full-time position with a 3-year contract under local law.
A monthly salary will be appropriate for the role's seniority.
This position is based in Geneva or Brussels. We are also open to considering suitable profiles for remote candidates located within the European region. Applicants must have the legal right to work in their country of residence and be able to obtain the necessary work authorisation if required.
Contractual hours of work are a minimum of 40 hours per week, Monday through Friday, but additional hours may be required for the effective performance of the role, for which there will be no additional remuneration. The successful candidate must be willing to work evenings and weekends, as needed.
The holiday entitlement is 25 days per annum, plus public holidays in the country where the person is located.
The World Scout Bureau has a pension plan and a medical plan. Full details will be provided on employment.
