Job description

Ensure effective coordination and operational support between the Executive Office of the Secretary General (EOSG) and the World Scout Committee (WSC), facilitating the preparation, delivery, and follow-up of governance processes and committee activities.

The role supports the organisation and administration of meetings of the World Scout Committee and its Steering Committee, provides day-to-day coordination and support to Committee Members, and contributes to the effective functioning of the EOSG in alignment with organisational priorities and governance requirements.

*Seniority will be assigned based on relevant experience of the selected candidate. Candidates with less than 5 years of experience relevant to the role will be classified as Manager.

Key Responsibilities

  • Coordinate the preparation of agendas, logistics, background materials, and briefing documents for the leadership of WOSM (staff and volunteers) in advance of World Scout Committee (WSC) and Steering Committee (SC)meetings and briefings, and ensure the preparation and follow-up of meeting minutes and records.

  • Coordinate operational support to the World Scout Committee in collaboration with WSB Teams, including support for the planning and coordination of WSC representation at events and activities.

  • Support the effective functioning of the Senior Management Team (SMT) by coordinating agendas, meeting minutes, and ensuring timely follow-up of actions and decisions.

  • Oversee the logistical and operational preparations for World Scout Bureau (WSB) staff meetings and regular staff meetings within the Global Support Centre.

  • Support the integration and consistent application of knowledge management practices within the Executive Office of the Secretary General (EOSG).

Job requirements

Experience and Qualification

  • Bachelor’s degree in Management, Governance, Institutional Development, Public Administration, International Relations, or a related field, or equivalent experience.

  • Additional professional studies or certifications in governance, project management, organisational leadership, strategic coordination, or related areas would be considered an asset.

  • 3-5 years of relevant experience in governance support, executive coordination, board relations, institutional management, or related areas.

  • Experience working within an NGO, international organisation, or membership-based organisation.

  • Experience supporting boards, committees, or senior leadership structures in international and/or multicultural environments.

  • Experience coordinating complex projects, governance processes, or cross-functional initiatives.

  • Experience working professionally with volunteers and governance structures is highly desirable.

  • Open-minded, adaptable, and willing to learn and support organisational change. 

  • Strong understanding of governance processes, institutional coordination, and board support practices.

  • Self-motivated, proactive, and able to work with a high level of initiative and accountability.

  • Strong organisational skills, with attention to detail and the ability to manage multiple priorities under tight deadlines. 

  • Strong problem-solving mindset and ability to remain effective in dynamic environments.

  • High level of integrity, discretion, and ethical judgement, with the ability to manage confidential information and sensitive matters.

  • Strong interpersonal and emotional intelligence skills, with the ability to build and maintain positive relationships with diverse stakeholders.

  • Fluency in English is required. Knowledge of other World Scouting languages (French, Arabic, or Spanish) would be considered an asset.

  • Strong digital literacy in standard business software and collaborative digital tools.

  • Governance and Executive Coordination: Strong understanding and ability to coordinate governance and executive processes, ensuring effective preparation, follow-up, and operational support for committees, leadership structures, and institutional decision-making. 

  • Documentation and Written Communication: Ability to prepare clear, accurate, and structured governance documentation, including meeting minutes, briefing papers, reports, and institutional communications.

  • Organisational Planning and Operational Follow-Through: Ability to coordinate multiple priorities, monitor actions and deadlines, and ensure timely follow-up and alignment across operational and governance processes.

  • Stakeholder Management: Ability to work effectively with senior stakeholders, volunteers, governance bodies, and cross-functional teams, ensuring smooth coordination and professional engagement.

  • Information Analysis and Knowledge Management: Ability to organise, analyse, and synthesise information to support governance processes, institutional planning, knowledge management, and decision-making.

Terms and Conditions

The World Scout Bureau offers a range of tangible and intangible working benefits in compliance with the practice and laws of Kuala Lumpur Global Support Centre . This is a full-time position with a contract of three years.

  • Salary paid will be appropriate to the seniority of the role.

  • The position is based in Kuala Lumpur, Malaysia. Remote employment will not be considered for this role.

  • Contractual hours of work are 40 hours per week, Monday to Friday, Additional hours may be required for the effective performance of the role. The successful candidate must be willing to work in the evenings and on weekends, when necessary.

  • Annual leave, compensation leave and public holiday entitlement as per the law in Kuala Lumpur, Malaysia and the WSB Leave Policy. 

  • Full details about remuneration package will be provided on employment.

  • Relocation support will be provided.
