We are recruiting for two closely related Project Officer roles that share a strong foundation in grant and project management across the European Region. These roles share a common core in grant management, project delivery, and support to National Scout Organizations, but differ in scope: one focuses on strengthening overall project management systems and EU-funded initiatives, while the other is dedicated to the implementation and quality assurance of a specific strategic partnership, requiring a more targeted operational focus. Together, these roles ensure both strong foundations and effective implementation across our project portfolio.

Key Responsibilities - Project Officer, Project and Grant Management
Responsible for strengthening and embedding a consistent, evidence-based project and grant management culture across the European Scout Region by implementing effective tools, methodologies, and knowledge-sharing practices.
Responsible for ensuring the successful delivery of EU-funded and MoP projects, by coordinating monitoring, evaluation, accountability, and learning (MEAL) processes; supporting colleagues and National Scout Organizations in grant management and donor compliance; and collaborating with volunteers, partners and cross-functional teams to plan resources, track progress, and maintain quality standards throughout the full project and grant cycle.
Further strengthen the culture of the Project Management Cycle within the European Region by:
Strengthening and implementing evidence-based project management tools, methodologies, and knowledge-sharing processes to enhance the project management practices of the European Scout Region.
Collaborate with colleagues in the Coordination and Regional Project Coordination Team, ensuring effectiveness, efficiency, and continuous improvement.
Leading and coordinating monitoring, evaluation, accountability, and learning (MEAL) activities with project partners and stakeholders to track impact, ensure alignment with strategic objectives, identify challenges, and implement corrective actions.
Support internal colleagues and National Scout Organizations (NSOs) in managing grants and ensuring donor compliance by providing guidance, training, and resources that strengthen institutional capacity, enhance project coordination, and promote financial accountability.
Lead engagement with relevant Volunteers in the implementation of their ToR, goals, and KPIs, including convening meetings and providing technical and administrative support to decision-making processes.
Collaborate with relevant Practice Teams and Support Centre Teams to ensure that funded projects are effectively designed and then implemented on time, within scope and budget, and continuously learn and improve.
Provide quality assurance and capacity-building support throughout the full MoP grant cycle and management process, including practical and technical assistance.
Lead monitoring, evaluation, accountability, and learning (MEAL) activities of funded projects, ensuring outcomes and impacts are effectively measured, communicated, and used to inform strategic decision-making.
Oversee compliance with donor requirements and reporting standards for relevant funded projects, delivering comprehensive reports tailored to regional and organisational needs.
Support continued quality planning and execution of regional events in line with internal guidelines and donor requirements, in collaboration with the Regional Events Manager.
Undertake additional tasks or special projects as assigned by the Line Managers.
Key Responsibilities - Project Officer, Grant Management and Quality Assurance
Responsible for the timely implementation, reporting and overall quality assurance of all relevant funded projects for the designated region (Europe). The primary focus of the role is supporting the implementation of the World Scouting–Accenture partnership, with a primary focus on Workstream 1 (Scaling Sustainability Education) and Workstream 2 (Youth-led Solutions and Advocacy). The role will coordinate grant management processes, support National Scout Organizations (NSOs), and ensure effective delivery, compliance, and reporting of funded projects.
The position will play a key role in operationalising the Youth-led Solutions model, including the rollout and management of micro-grants, linking volunteering opportunities between Accenture country offices and relevant NSOs, while strengthening youth participation and impact across the Movement.
Manage and coordinate the full grant cycle for assigned projects (including Workstreams 1 and 2), supporting selection, contracting, disbursement, monitoring, and closure. Ensure projects are delivered on time, within scope, and in line with donor and organisational requirements.
Act as a focal point for National Scout Organizations (NSOs) of the European Region, providing guidance on implementation, financial management, donor requirements and reporting. Strengthen NSO capacity through tools, training, and ongoing support in grant management.
Support the design, rollout, and coordination of the Youth-led Solutions model under the Accenture partnership by developing guidance and support to the NSOs for the youth-led solutions and micro-grants.
Ensure all funded projects comply with donor requirements, internal policies, and reporting standards. Support audit readiness and maintain proper documentation across the grant lifecycle.
Support financial processes, including budget tracking, payments, and regional portfolio monitoring, to ensure smooth and transparent operations. Provide coordination and administrative support for funded projects, helping to connect teams and streamline efforts.
Develop and support volunteering opportunities between Accenture local teams and NSOs, facilitating employee engagement in mentoring, advisory, and co-creation initiatives with young people.
Support engagement with relevant Volunteers in the implementation of their ToR, goals, and KPIs, including convening meetings and providing technical and administrative support to decision-making processes.
Support coordination with internal teams, including Member Support, other Support Centres, and Regional leadership.
Undertake additional tasks or special projects as assigned by the Line Managers.
Job requirements
Experience and Qualification
These requirements apply to both roles.
Bachelor’s degree in a relevant field (e.g., project management, international development, social sciences, business, education, or similar) or equivalent experience.
2–4 years of relevant experience supporting projects or programmes, ideally in an NGO or international organisation setting.
Experience managing EU donor-funded projects or grants, including coordination of timelines, documentation, and reporting requirements.
Experience in managing, leading, or supporting volunteers
Experience working within the youth sector, with knowledge of non-formal education and programme development
Strong organisational skills and ability to manage multiple tasks and deadlines with attention to detail.
Fluency in English is required. Literacy in any of the other languages (French/Spanish/Arabic) is an asset.
Proficiency in digital tools for collaboration, reporting, and documentation (Microsoft Office, spreadsheets, dashboards, project management tools).
Ability to work effectively with multiple stakeholders and in multicultural/remote environments.

Donor compliance and financial management: Strong understanding of donor rules and regulations, with the ability to ensure compliance across all stages of the grant cycle, including budgeting, expenditure tracking, financial reporting, and audit readiness.
Stakeholder and partner coordination: Capacity to collaborate effectively with donors, implementing partners, National Scout Organizations (NSOs), consultants, and internal teams, ensuring clear communication, alignment of expectations, and timely delivery of commitments.
Monitoring, reporting and accountability: Ability to track progress against objectives, indicators, and budgets; prepare high-quality narrative and financial reports; and ensure transparency and accountability to donors and stakeholders.

Terms and Conditions
The World Scout Bureau offers a range of tangible and intangible working benefits in compliance with the practices and laws of the European Support Centre, Brussels. The below, applies to both roles.
Salary paid based on the European Support Center, Brussels, regulations will be appropriate to the seniority of the role.
The position is based in Brussels, Belgium. Remote employment will not be considered for this role.
Contractual hours of work 38 hours per week, Monday to Friday. Additional hours may be required for the effective performance of the role, for which there will be no additional remuneration. The successful candidate must be willing to work in the evenings and on weekends, when necessary.
Annual leave and public holiday entitlement as per the law in Belgium and the WSB Leave Policy.
Full details about the remuneration package will be provided upon employment.
Relocation support will be provided.
Contract duration
Project Officer, Project and Grant Management - This is a full-time position with a contract of 1 year with the option of renewal based on performance and availability of funding.
Project Officer, Grant Management and Quality Assurance - This is a full-time position with a contract of 3 years with the option of renewal based on performance and availability of funding.
