Job description
The Officer, Membership and Capacity Building of the Member Support Practice Team (MSPT) within the World Scout Bureau Asia-Pacific Support Centre (WSB APSC) in Makati City, Philippines will be reporting to the Director, Membership and Capacity Building. The person filling this position will contribute to the assessment of needs and delivery of targeted support (services, activities and projects) to the Member Organizations, supporting the volunteer consultants, subject matter networks and sharing knowledge, capacity and resources across Support Centres in the World Scout Bureau. This role focuses on Membership and Capacity Building activities including: Governance and Strategy support and guidance; Supporting NSO’s to grow and expand their reach and welcome new Member Organisations.
Key Functional Responsibilities
· Support assigned projects/services/activities, providing technical assistance in his/her area of expertise as required, and maximizing the capacity of consultants and volunteers for effective project execution.
· Support and monitor consultants and volunteers during service delivery, ensuring their ongoing training and development and the quality of service being delivered.
· Contribute to the identification of needs of NSOs, including the analysis of potential services and activities, in line with Regional Triennial Plans.
· Provide guidance to Member Organizations regarding WOSM membership, programmes, events, and other general inquires as designated by the appropriate Regional Support Centre
· Provide expertise and support to World Scouting through the monitoring and upgrading as necessary of guidance and resources provided to member organisations
· Contribute to projects, pilots and educational initiatives relevant to Member Support in the context of the implementation of World & Regional Triennial Plans, as requested and in partnership as needed with other practice teams.
· Communicate World Scouting’s impact through the provision of timely and quality reports to stakeholders and follow up with the development and management of stories and communications from the movement on the support
· Provide support in membership growth in the regional support centre:
o Collection and follow-up of membership census from National
Scout Organizations (NSOs)
o Support NSO in developing, reviewing, and implementing Membership Growth Strategy
o Coordinate and communicate within the Bureau and with the NSOs towards achieving the set membership targets
o Support to Potential countries in accomplishing the requirements to be WOSM Member
· Provide support to the upkeep of WOSM Data Portal and in coordination with regional NSOs in keeping the data updated

Desired Knowledge, skills, and personal qualities
· Bachellor’s degree in a related or complimentary field to the Membership and Capacity Development focus areas, and in project management
· 2-3 years experience in capacity building of volunteer or membership organisations
· 2-3 years experience of working with complex projects with multiple stakeholders
· Fluent in English plus literacy in any of the other World Scouting languages (Spanish, Arabic, French)
Ability to work as part of international organization with people from different nationalities and cultures
Ability to work with diverse workload
· Good moral character
Summary of employment
Terms and conditions
· The position is for a six months probationary period, depending on the employee’s performance, may be offered a three year term, and is renewable on mutual agreement.
· The successful candidate will be working remotely in his/her home country, however, will be required to report physically to the base office in Makati City, Philippines when there are events and as when necessary.
· Working hours is 8:30AM to 5:30PM, Monday through Friday, however, additional hours may be required for the effective performance of the role.
· The successful candidate must be willing to work extra hours and on weekends, when necessary as flexible working hours are part of our working methods and is part of the commitment of the job; travel occassionaly within and outside of the region as part of the role.
· The role is part of the wider Member Support Practice Team (MSPT). Although geographically located and focused in the Asia-Pacific Region (APR) it also involves support to the wider movement.
· The successful candidate is expected to report for duty on or before 30 June, 2025.
The WSB offers a range of tangible and intangible working benefits as follows:
• The salary will be paid on a fortnightly basis and will be appropriate to the seniority of this role.
• Medical Insurance, Life Insurance, Pension Scheme or welfare benefits as applicable to the working arrangements.
• The vacation leave entitlement is 20 days per annum (calculated on pro-rata basis) plus public holidays in the country where the position is based.
• Compensatory leave is also granted 1:1 for work rendered during weekends and/or holidays.
