Job description

The Manager, People and Culture Strategy and Programmes supports the successful delivery of the People & Culture strategy by translating strategic priorities into coordinated, trackable, and high-quality programmes across the organisation. The role ensures that P&C initiatives move from design to implementation with clear work plans, practical guidance, and consistent follow-up, helping create a coherent and positive employee experience across teams and regions.

This position plays a key coordination role: monitoring progress against KPIs and milestones, producing clear reporting for senior stakeholders, and strengthening consistency by identifying implementation gaps and recommending practical improvements. It also contributes to building organisational clarity by maintaining operational materials and implementation tools that enable teams to deliver P&C practices with confidence and alignment. 

Key Responsibilities

  • Support the implementation of the People & Culture strategy and annual action plans by translating strategic priorities into coordinated operational activities across the organisation. 

  • Monitor progress of People & Culture initiatives, tracking KPIs, milestones, and implementation status to ensure visibility, accountability, and timely follow-up. 

  • Develop and maintain operational materials, guidance documents, and implementation tools to support the delivery of People & Culture programmes and processes. 

  • Prepare reports, dashboards, briefings, and implementation updates for the Director of People & Culture and senior stakeholders to support decision-making. 

  • Coordinate cross-functional execution of People & Culture initiatives, facilitating alignment between strategy, operations, and employee experience across teams and support centres.

  • Identify implementation gaps and improvement opportunities, proposing practical adjustments to strengthen delivery and ensure consistent P&C practices across regions.

  • Actively contribute as a full member of the People & Culture team, collaborating on shared priorities, supporting team deliverables, and participating in team planning and continuous improvement.

Job requirements

Experience and Qualification

  • Bachelor’s degree in Human Resources, Organisational Development, Business Administration, Social Sciences, Public Administration, or related field. 

  • Additional studies in HR, Organisational Development, Strategy, or Project Management is an asset.

  • 3–4 years of relevant professional experience in Human Resources management.

  • Experience supporting people development, organisational initiatives, strategy implementation.

  • Experience monitoring progress, analysing data, and preparing reports or dashboards is an asset.

  • Proficiency in digital tools for collaboration, reporting, and documentation (spreadsheets, dashboards, project management tools). 

  • Strong written communication skills and ability to prepare structured reports and documentation. 

  • Fluency in English is required. Knowledge of other World Scouting languages (Spanish, French, or Arabic) is an asset.

  • Monitoring, Data Analysis and Reporting: Ability to monitor initiatives, trackers, and milestones; analyse implementation data; and produce clear reports, dashboards, and updates that support decision-making. 

  • Cross-Functional Coordination: Ability to coordinate P&C initiatives across teams and regions to strengthen alignment, consistency of delivery, and employee experience. 

  • Programme and Change Support: Ability to support roll-out of new frameworks, policies, and initiatives through structured implementation steps, preparation of materials, and tracking adoption over time.

Terms and Conditions

The World Scout Bureau offers a range of tangible and intangible working benefits in compliance with local laws and the practice of Asia Pacific Support Centre in the Philipinnes . This is a full-time position with a contract of two years  with 6 months of probatory period

  • The position is based in World Scout Bureau, Asia Pacific Support Centre in Manila, Philippines. Remote employment will not be considered for this role.

  • Salary paid based in Asia Pacific Support Centre regulations will be appropriate to the seniority of the role.

  • Contractual hours of work are a minimum of 40 hours per week, Monday to Friday, Additional hours may be required for the effective performance of the role for which there will be no additional remuneration. The successful candidate must be willing to work in the evenings and on weekends, when necessary.

  • Annual leave and public holiday entitlement as per the law in Philippines and the WSB Leave Policy.
