Job description
The Manager, Monitoring and Evaluation is responsible for ensuring the effective monitoring, evaluation, and/or impact measurement of plans, programmes, projects and practices by collecting, analysing, and reporting data that informs reflection and decision-making. The role is also responsible for making sure that evidence and learnings are integrated into the World Scout Bureau’s operations, contributing to accountability, transparency, and continuous improvement.
Key Responsibilities
Supports the development and implementation of a monitoring and evaluation strategy for World Scouting, including creation of monitoring and evaluation tools and resources.
Supports strengthening the capacity of the organisation by providing guidance and training.
Assists in the implementation of the monitoring and evaluation framework for the new Strategy for Scouting and the World Triennial Plan, including producing regular reports.
Contributes to development of monitoring and evaluation frameworks for Scouting events, initiatives, and projects, including those involving external stakeholders.
Assists in designing and conducting evaluations, surveys, analysis and reporting.
Contributes to sharing knowledge across the organisation by preparing briefs, presentations, and dashboards.
Supports generating evidence that demonstrates impact and informs decision-making.
Contributes to building a culture of evidence and learning across the organisation.
Job requirements
Experience and Qualification
A degree in monitoring and evaluation, public policy, public administration or related field and/or accumulated proven experience in monitoring and evaluation.
3 years minimum working in monitoring and evaluation, and a proven track record in producing documents and reports.
1 years of experience in leadership roles managing projects and initiatives, preferably in the Scout Movement.
Fluency in English written and spoken is essential. Literacy in any of the other World Scouting languages (Spanish, Arabic, French) is an asset.

Summary of Employment
Terms and Conditions
The World Scout Bureau (WSB) offers a supportive and purpose-driven working environment, in line with the employment laws and practices of the country in which the position is based.
This is a full-time staff position under a two-year employment contract, with the possibility of renewal subject to performance and funding.
A monthly salary will be offered that is appropriate to the responsibilities and seniority of the role, and aligned with WSB’s compensation framework.
The position will be based in one of the WSB Support Centres of Kuala Lumpur and Manila (local or international hiring) or Cairo (local hiring). Remote employment is not available for this role.
Contractual working hours are a minimum of 40 hours per week. Additional hours, including occasional evenings and weekends, may be required to fulfil the responsibilities of the role which there will be no additional remuneration
The successful candidate must be available for occasional travel, depending on project needs and coordination with WSB teams.
