Summary of position

The Manager, Membership and Capacity Building is responsible for supporting the growth and organisational development of Member Organizations by assessing needs and coordinating targeted supoprt, activities, and projects across key areas of Membership and Capacity Building.

The staff member in this role will work closely with volunteer consultants, subject-matter networks, and colleagues across World Scout Bureau Support Centres to deliver practical support, strengthen organisational capacity, and share knowledge, expertise, and resources across the Movement.

The work of the wider team focuses on governance and strategy, diversity and inclusion, volunteering and volunteer recognition, quality assurance and benchmarking, membership growth, and support for new Member Organisations. While the portfolio of the team you will be working in covers all these areas, we do not expect you to have experience across every topic. The team is looking in particular for candidates who bring expertise in one of  the following two capacities 

  • Strong Diversity and Inclusion knowledge with a background and experience of applying those principles to the area of volunteering and growth 

  • Strong Governance and Strategy knowledge with a background and experience of applying that in a volunteer context and understanding of benchmarking. 

Key Responsibilities

  • Lead and coordinate assigned capacity-building projects and activities, providing technical support and helping ensure effective delivery to National Scout Organizations.

  • Contribute to identifying and assessing the needs of National Scout Organizations and determining appropriate areas of support in line with World Scouting’s strategic priorities.

  • Support and strengthen the capacity of volunteers and technical experts involved in delivering support, including their training, development, and quality of delivery.

  • Provide guidance and support to National Scout Organizations in areas such as governance and strategy, diversity and inclusion, volunteering, recruitment and recognition, quality assurance, and organisational benchmarking.

  • Support membership growth by helping National Scout Organizations expand their reach and guiding organisations interested in becoming members of World Scouting.

  • Contribute to projects, pilots, and learning initiatives, working with colleagues across World Scouting to share knowledge, tools, resources, and good practices.

  • Review and improve guidance and resources provided to National Scout Organizations, while supporting reporting, impact documentation, and communications that demonstrate the results of World Scouting’s support.

Job requirements

Experience and Qualification

Capacity-building and organisational development 

  • Experience supporting organisations, communities or member-based structures through coordination, guidance or technical assistance.

  • Understanding of organisational development, capacity building, stakeholder engagement or volunteer support approaches.

  • Ability to support Member Organisations through advice, organisational strengthening approaches, learning initiatives and the development of practical resources and tools.

Programme and project coordination 

  • 5-7 years of relevant experience in programme support, capacity building, organisational development, membership support, project coordination or related fields.

  • Experience supporting projects, services or initiatives involving multiple stakeholders.

  • Experience working with volunteers, consultants, networks or multidisciplinary teams.

  • Ability to work effectively in multicultural and international environments.

  • Strong organisational and problem-solving skills, with the ability to manage multiple priorities.

Monitoring, analysis and reporting 

  • Ability to support monitoring, follow-up, data collection and reporting of activities or services.

  • Experience preparing guidance materials, tools, reports, presentations or communication resources.

Qualifications and languages

  • Strong communication, coordination and relationship-building skills.

  • Bachelor’s degree in International Development, Social Sciences, Business Administration, Education, Organisational Development, Management, Communications or a related field. Relevant professional or volunteer experience will also be considered.

  • Fluent English required. French, Spanish or Arabic an advantage.

  • Proficiency in digital collaboration tools

Terms and Conditions

We are selecting two new local staff members for this position based in two different Support Centres: Kuala Lumpur Support Centre in Malaysia and Arab Support Centre in Cairo, Egypt. In both cases, this is a full-time, one year contract with the opportunity to extend on renewal of funding and satisfactory performance. This is a local recruitment in Malaysia and Egypt but remote employment also will be considered for this position.

The remuneration package will be aligned with the seniority of the role and applicable local regulations depending of the location country. Full details of the salary and benefits package will be discussed during the final stages of the selection process.

The standard working week is 40 hours, Monday to Friday for Malaysia and Sunday to Thursday for Egypt. Given the global nature of World Scouting and the responsibilities of this role, some evening and weekend work will be required as well as frequent travel.

Annual leave and public holiday entitlements will be provided in line with local law and the WSB Leave Policy.
