Summary of position

The successful candidate will contribute  to the assessment of needs and coordinate the delivery of high-quality regional projects and support to National Scout Organizations (NSOs) across the Asia Pacific Scout Region., working together with the Cluster Coordinators to support the volunteer consultants  while strengthening collaboration, learning, and continuous improvement across the Region.

This role also incorporates the Regional Coordinator Role for the APR region contributing to the growth, development, and resilience of Member Organizations ensuring that regional operations remain aligned, responsive, and focused on delivering sustainable impact in line with regional and organizational priorities.

Key Responsibilities

  • Coordinate the regional portfolio of projects and services, ensuring alignment across cluster leads, project coordinators, consultants, and relevant volunteer structures to deliver coherent and responsive support to Member Organizations.

  • Contribute to the identification of needs of NSOs, including the analysis of potential services and activities, in line with Regional Triennial Plans. 

  • Provide guidance to Member Organizations regarding WOSM membership, programmes, events, and other general inquires as designated by the appropriate Regional Support Centre.

  • Support and monitor consultants and volunteers during service delivery, ensuring their ongoing training and development and the quality of service being delivered.

  • Provide expertise and support to World Scouting through the monitoring and upgrading as necessary of guidance and resources provided to member organisations.

  • Contribute to projects, pilots and educational initiatives relevant to Member Support in the context of the implementation of World & Regional Triennial Plans, as requested and in partnership as needed with other practice teams.

  • Communicate World Scouting’s impact through the provision of timely and quality reports to stakeholders and follow up with the development and management of stories and communications from the movement on the support.

  • Represent the Regional Support Centre needs through the creation and monitoring of the Member Support Workplan, ensuring the region's needs are understood, prioritised, and aligned with the broader goals of the Member Support Team. 

  • Assess service requests and projects for their Region with the wider Member Support Coordination team and provide clear direction and feedback to the Global Director and Cluster Coordinators.

Job requirements

Experience and Qualification

  •  Bachelor’s degree in Social Sciences, Business Administration, Management, International Development, Education, or a related field or experience relevant in this areas.

  •  Qualifications in project management would be an asset

  •  Demonstrated experience in Membership and Capacity Building focused in the areas of Governance and Strategy,  Diversity and Inclusion, Adults Volunteering,  Growth and/or Communications

  •  At least 6 years of experience in capacity building of volunteers or membership organisations

  •  At least 6 years of experience managing projects, services, or initiatives involving multiple stakeholders in an international or multicultural environment.

  •  Ability to analyse organisational needs and translate them into services, projects, or capacity-building initiatives.

  •  Excellent communication, facilitation, and relationship management skills.

  •  Fluency in English, both written and spoken. Knowledge of other World Scouting languages (French, Spanish or Arabic) is an asset.

  • Proficiency in digital tools for collaboration, reporting, and documentation (spreadsheets, dashboards, project management tools).

  • Organisational Assessment and Capacity Development: Ability to assess organisational needs, identify development opportunities, and design or adapt capacity-building approaches that strengthen organisational performance and long-term sustainability.

  • Stakeholder and Partnership Coordination: Collaborate effectively with diverse stakeholders, including Member Organizations, partners, volunteers, and internal teams, ensuring alignment and coordinated delivery of initiatives.

  • Monitoring, Evaluation and Performance Analysis: Ability to monitor implementation, analyse programme performance, evaluate outcomes, and use evidence to improve service quality, organisational learning, and decision-making.

Terms and Conditions

The World Scout Bureau offers a range of tangible and intangible working benefits in compliance with the practice and laws of Republic of the Philippines. This is a full-time position with a contract of three (3) years.

  • Salary paid based in Philippines regulations will be appropriate to the seniority of the role.

  • The position is based in Asia Pacific Support Centre in Manila, Philippines. Remote employment will not be considered for this role.

  • Contractual hours of work are a minimum of 40 hours per week, Monday to Friday, Additional hours may be required for the effective performance of the role for which there will be no additional remuneration. 

  • The successful candidate must be willing to work in the evenings and on weekends, when necessary.

  • Annual leave and public holiday entitlement as per the law in Philippines and the WSB Leave Policy. 

  • Full details about remuneration package will be provided on employment.

  • Relocation support will be provided.
