We are seeking a detail-oriented and motivated Finance Assistant who is passionate about numbers, highly organized, and eager to be part of a dynamic and supportive environment.

Job description

The Finance Assistant will provide essential transactional, administrative, and analytical support to ensure the efficient operation of the Corporate Service’s Finance Team of the World Scout Bureau based in the Asia-Pacific Support Centre (Makati City office). The role supports accounts payable and receivable transaction processing, reviews employee reimbursement claims, and provides administrative support to core financial processes and year-end closing. The position also supports the Finance Officer in preparing reports for the APR Foundation Management Committee and ad hoc tasks.

Key Responsibilities

  • Handles cash receipts and bank transactions.

  • Prepares vouchers, checks, and remittances.

  • Monitors cash flow and bank transactions.

  • Manages the petty cash fund.

  • Checks and monitors the submission of liquidation reports for advances.

  • Prepares monthly payroll and ensures mandatory government payments are remitted.

  • Manages matters related to the Asia-Pacific Scout Foundation (APRSF) and provides support and assistance to its Management Committee members.

  • Compiles information for the annual APR Scout Foundation Bulletin, APRSF Triennial Report, Coffee Table Book, and related publications.

  • Is responsible for all documentation for an event (before, during, and after) assigned to them.

  • Undertakes special projects assigned by their line manager and/or the Regional Director.

Job requirements

Experience and Qualifications

  • Bachelor’s degree in accountancy

  • At least one year of relevant experience (e.g. accounts payable and receivable, general accounting)

  • Knowledge of accounting principles and documentation standards

  • Familiarity with payroll processing systems

  • Proficiency in MS Office 365 application (e.g. Excel, Word, PowerPoint)

  • Basic knowledge in ERP/accounting system (Infor SunSystem and QuickBooks are preferred)

  • Effective verbal and written communication skills in English

  • Reconciliation and variance resolution: Ability to reconcile balances and records, identify variances, investigate root causes, and resolve discrepancies systematically.

  • Accounting fundamentals for transaction processing: Working knowledge of basic accounting principles for coding, cost allocation, and maintaining a clear audit trail.

  • ERP / Financial systems literacy: Ability to use ERP/financial systems confidently, understanding workflows, master data basics, and systems-driven controls.

  • Digital literacy: Strong Microsoft Office 365 and Excel skills for finance tasks (e.g. lookups, pivots, data cleaning, reconciliation templates) to support analysis and control.

  • Internal controls, compliance and records management: Ability to apply internal control standards consistently and maintain structured, audit-ready financial records with confidentiality.

 

Terms and Conditions

The World Scout Bureau offers a supportive, purpose-driven working environment in line with the employment laws and practices of the country where the position is based. This is a full-time position with an initial six-month contract. Contract extension is subject to performance review.

  • The candidate must be located in Metro Manila, Philippines.

  • A monthly salary will be offered that is appropriate to the responsibilities and seniority of the role and aligned with WSB’s compensation framework.

  • The position will be based in the Asia-Pacific Support Centre in Makati City, Philippines.

  • Contractual working hours are a minimum of 40 hours per week. Additional hours, including occasional evenings and weekends, may be required to fulfil the responsibilities of the role, for which there will be no additional remuneration.  The successful candidate must be willing to work evenings and weekends, as needed.

  • Leave, benefits, and entitlements will be defined in accordance with the contract, local laws, and relevant World Scout Bureau policies.

  • The selected candidate must be available for occasional travel, as needed and in coordination with World Scout Bureau teams.
